Action

1.

Minutes of the Meeting held 26th May were approved –

2.

Matters Arising

 

 

2. Estimates awaited on removal of tree stumps and supply of rubbish bins.  Seats still being repaired. 

5.  Advice on spikes on railings regarding insurance cover still awaited.

6.  Trees at British Legion end of the ground – Mr Christopher had had one site meeting and would be meeting with the EDDC Tree Officer to discuss.  It was a Town Council problem as the trees are on council land.

10a.  No letter yet received from Rossgarth regarding football on the Recreation Ground.

10b.  No dates yet for the waterslide.  Mr Christopher asked to advise the Town Clerk as soon as dates are known.

Meeting still to be arranged to discuss the feasibility of a hard-standing area.

3.

Chairman’s Report – Work will start on the memorial stones during 3rd or 4th week of August.  Mr Simper requested that the Chairman contact Capt. Wilma Sorley, current Chairman of Churches Together and advise her of the dates as a blessing may be considered appropriate.  Mrs Coombs felt that the stone should be photographed before and after and kept with a written record of why the change was being made. This should also be handed to the Historical Society for their records.  Press release to be issued stating why it was being done and noting that the event was being documented for Historical Society records.

4.

Correspondence

 

 

a)    a)    Exchange of correspondence between Christopher Nicholls and the Chairman.  Mr A Nicholls (a Trustee and father of Christopher) had asked that a larger notice be displayed showing the regulations that affect the public.

After discussion it was proposed by Mr Christopher, 2nd by Mr Simper and agreed that the Chairman would ask the Town Clerk to obtain prices for metal plates to be mounted on all entrances to the Recreation Ground (believed to be 5 in number) stating something on the lines of  :-

“This Recreation Ground is subject to the bye laws sited at the Ringwood Road entrance to the ground; also available in the Town Council Office and on the Town Council website.”

Trustees were also asked to consider how more positive messages could be contained on the noticeboard with the byelaws. 

 

b)    b)    Letter from the Charity Commission stating that there was no power of amendment to the Indenture dated 4th October 1920 and referring the Trust to document CC36.  A copy of this had been passed to the working party via Mr Dedden.

Chairman to ask of the Charity Commission about the legal conveyance dated 4th December 1920 and their quoted governing document dated 4th October 1920.  Mr Simper pointed out that the document was superceded when the Memorial Hall was built; the Memorial Hall became the main charity incorporating the Recreation Ground as well, then at a later date two separate charities were formed.

5.

Report from Chairman of Recreation Ground & Open Spaces Committee

 

 

Chairman, Mr Redpath, sent a written report.  Mrs Coombs advised the Trustees Chairman to contact the Town Clerk as soon as possible about the mention of glass on the Recreation Ground.  Ms Russell would speak with Mr Redpath and appropriate action will be taken.  [Note that Mr Redpath’s report has since been re-worded to reflect a more precise interpretation of the events.  Both copies of the Report are attached to the Minutes.]

 

Mr Redpath had met with Wreford’s new Manager about the poor grass cutting and this had definitely had a positive effect.

Dates of Future Meetings – Chairman expressed concern that Mr & Mrs Nicholls are never able to attend meetings held on a Wednesday; other Committee members had difficulties with Mondays, so it was agreed that dates in 2005 would alternate between Monday and Wednesday, avoiding EDDC Full Council meetings which are on Mondays.

Any Other Business

a)    a)    Mrs Dedden queried the lack of reference to dogs and dog fouling in the byelaws.  There appeared to be none.  Copy of the byelaws to be given to everyone.

b)    b)    Mr Whatmore reported that the seat at the far end of the Recreation Ground was broken.  To be reported to the Town Council.

c)     c)     Mr Dedden believed there was a letter from Rossgarth Football Club and would look into why it hadn’t been passed to the Trustees.

d)    d)    Discussion had previously taken place with regard to young people helping install the rubbish bin on the Ground, but in view of advice given at the previous evening’s Town Council meeting, it was agreed there could no longer be involvement unless a contractor was on site.

e)    e)    Mrs Daymond stated that Memorial Hall fundraising were looking into the possibility of a “picnic in the park” type event with Verwood Band next summer.  Trustees stated that previous events (apart from Carnival) had not charged an entry fee and that the most satisfactory way was to rely on donations.  Mrs Coombs advised that there was grant money to cover expenses for “festivals” available from EDDC (Neil Farmer is the contact).  Mrs Daymond would advise the Committee.

f)      f)      Mrs Daymond drew Trustees’ attention to a letter from DCA distributed to Town Councillors the night before regarding an exhibition in Windsor of play equipment and sports facilities in September.
